\n I have reviewed Dmitry Semyonovich Belkin\u2019s academic monograph\n International Construction Law<\/em> (Slavic-Greek-Latin Academy, 2025)\n and offer this assessment as a scholarly work intended for academic and professional use.\n <\/p>\n\n

\n The subject is inherently complex, because cross-border construction and infrastructure\n projects unfold primarily within the coordinates of public international law \u2014 against\n the backdrop of state sovereign powers, international obligations, and public interests \u2014\n and therefore require an analysis that preserves the link between the norm, the procedure,\n and the verifiable fact.\n <\/p>\n\n

\n At the same time, the real \u201clife of a project\u201d unfolds both in public-law and contractual\n dimensions: permitting and supervisory procedures, interaction with public authorities,\n compliance with mandatory requirements, as well as notices, recording of circumstances,\n documentation, calculations, and evidence, where the future evidentiary record is formed.\n <\/p>\n\n

\n The author consistently demonstrates that a legal construction produces effect only where\n it is supported by procedure, documentation, and a verifiable evidentiary foundation, and\n that this rule operates most strictly where the cost of error is measured in time, money,\n and reputation.\n <\/p>\n\n

\n In the Anglo-American professional environment, this logic is particularly persuasive,\n because it aligns with the requirement of traceable evidence and with the habit of testing\n any proposition through documents, notices, and the factual records of a project.\n <\/p>\n\n

\n For the construction sector, this point is fundamental: legal precision here is not\n ornament and does not reduce to formal over-caution, but serves as a condition of project\n controllability and predictability of outcome.\n <\/p>\n\n

\n From a practical perspective, the sections on the \u201cnodal\u201d elements of legal project support\n in the logic of public international law are particularly valuable: interaction with public\n authorities and mandatory procedures, proper recording of legally relevant circumstances,\n as well as notices, minutes, verifiable calculations, and procedural junctions shaping the\n trajectory of a conflict.\n <\/p>\n\n

\n The editorial decision deserves special mention: the academic monograph has been published\n simultaneously in Russian, English, Spanish, German, and Hebrew.\n <\/p>\n\n

\n I authorise publication of this review in full or in excerpts, including brief quotations,\n in print and digital materials and within the electronic editions of the monograph, provided\n that meaning is preserved and the reviewer is credited.\n <\/p>\n\n
